Stealth and terrain

Hi all,

A question occured to us on our last game about stealth rules for ships in a dust cloud.

I did a search in the forum and the FAQ and couldn't seem to find an answer. If it has already been answered elsewhere (I seem to remember something, but I couldn't find it), a pointer is welcome.

The setting : 2 opposing ships in a dust cloud.
The ships get Stealth 2+ for being in the cloud. However, they are less than 8' apart.

The question : do they have a +1 bonus on the stealth roll for firing on the other, as for normal Stealth rules, or is the stealth bonus of the cloud permanent and non modifiable ?
For that matter, can that stealth be decreased by the scouts ? Does a ship over 20' away have a -1 penalty ?

It just counts as normal stealth (bonus for scouts, under 8") except it can't be lost to crits.

A scout could scan a dust cloud for the ship, at short range theres less dust in the way, etc.
