Stat 1 up for me. Please

I'm looking to have The Pc use The Class B Starport from The Wildeman System and want to know if you can stat 1 up and costs for getting it fully running. Here's what it must have at a bare minimum for the extra's for a campaign that I want 100% finalized before I even look for players

At least a 3,728 ton cargo bay, be capable of building ships individually massing up to 700 tons, the facilities to make Harriers and be building ships massing a total of up to 3,100 tons at a time, can have ships docked at it massing up to 2,000 tons individually and 17,800 tons in total, must have enough earnings from lodgings, entertainments, its resturatants, casinos and Fuel, Docking and Repair Fees to cover its own costs with up to Cr 603,000 of The Cr 700,000 that The only guaranteed Players generated Pcs Cr 90,000,000 Fortfolio nets him from to pay wages, must be able to produce at least 1,053 tons a day of purified fuel, must have at least 4 each of 10 ton restuarants, clubs, casinos, pools, gyms and nightclubs and at least 7 other facilities and must have enough weapons and defences to without help fight off up to 14 ships individually massing up to 700 tons and with a total mass up of to 5,400 tons. Any ideas

Ooops sorry just spotted and changed a mistake. I actually meant to put can have ships docked their massing a combined total of up to 17,800 tons, not 7,800 tons. My keyboards old and I must not have pressed the 1 key hard enough. Sorry. Ooops another mistake only just spotted and corrected, the capacity to fight off attackers should have read 14 ships individually massing up to 700 tons and with a total mass up of to 5,400 tons. Sorry again
 
Well, according to High Guard, a Class B spaceport's minimums are:

50,000 tons docking space: 12,500 MCr
production of 1,000 tons refined fuel per day - varies by TL, using Wildeman's TL 12: 83.333... MCr
civilian sensors: 3 MCr
5,000 tons commercial space: 1,000 MCr
2,500 tons residential space (average cost around 0.3 MCr/ton depending on distribution of SOC): 750 MCr
spaceport able to build 10,000 tons of spaceships (no jump capability necessary): 5,000 MCr

Adding it up: 19,336.333... MCr.

Since you already have a spaceport, subtract from those totals what you already have. For instance, if you already have 7,800 tons total docking space and can build up to 3,100 tons at a time, you would only need 42,200 tons more docking space and 6,900 tons more shipyard capacity.

In order to prevent it from getting the characters a couple of million or more Cr in both docking and building fees per month would it save much for The 50,000 Tons Docking Space to be capable of holding up of 42,700 tons total with the capacity for ships individually massing up to 7,300 tons docked their and for The 10,000 Tons Shipyard to be capable of building ships massing up to 8,600 tons total with the capacity to build ships massing up to 1,400 tons individually and in order to at least officially cover their tracks for them to still have to pay 60% of the cost of any ships they have build for them their
