We did actually - but briefly - consider Fleet Carrier for the Mothership. But after trying to figure out how it would actually apply to Raiders, we gave the idea up...
I suppose it is possibly a little sick. Darn, my light raider just died, lets see if my carrier recovers it, ooh look, i can relaunch it fully fixed next turn. . .

Actually I like it without a Carrier score - makes it harder to get the ships out in time. In return I'd up the firepower on the Mothership somewhat but keep it similarly fragile (maybe up the damage/crew to 120). That said, it's the concept I like and there are many ways to achieve a fun and playable ship.
As for the White Star Fighter, I think it's pretty underpowered for a Skirmish level ship and probably should get two per Skirmish point to be a viable choice for a fleet.
