Advanced Adventurers don't seem to get any additional magic. Cult members can get as much Divine as they want to dedicate POW for, but Common Magic, Sorcerors and Shamans just get the basic allowance.
The sideabar on page 27 lists the types of advanced magic sorceror or spirit users get.
I think all charadcter just get 6 pts Common.
I rule that sorcerors learn at least 4 spells of their choice from their Grimoire, and may return to their order to learn more at a later date. This seems a reasonable number for starting characters (in addition to their Common magic) and gives them an incentive to go back to their order for more training in the future.
This came up on another thread. For what it's worth my approach, which was modified after that thread is:
Common Magic: 6 magnitude for free.
Higher magic:
Each sorcery or Divine spell costs 10 free skill points. Each spirit in a fetish costs 10 free skill points per Intensity.
Additional common magic above 6 Magnitude costs 10 free skill points per Magnitude.
Limits to magic come from cult rank and character type.
Novice characters get a maximum of 40 free skill points to spend on acquiring magic.
The rationale is that anyone who is taking time to learn spells is short of time to learn other things and that learning a spell requires dedication of time beyond simply turning up for a day or two. Although RQ is not specifically a 'balanced' game I don't like that the magic professions get everything that any other profession does with extra magic on top.
I've decided to charge 5 free skill points per Improvement Roll it would cost to learn the spell in play. I.e. per the table on p.118 for divine, table on p.107 for common magic, always 2 IR for sorcery (p.130.) For spirit magic I compared it to sorcerers (4 spells for sorcerers, 2 intensity for shamans) and decided that the cost for a spirit is 4 IR per Intensity. For Common Magic I'll allow players to spend money instead of IR as per the 'Paying for Common Magic' table on p.108.
Of course, the campaign hasn't actually started yet.
