Star Fleet Miniture Question

I was looking at all the minitures, and I noticed that the Romulans has a Fifehawk in it's Fleet Box, but not by itself. And the Klingons have a D5W in it's fleet box, but not by itself.

I was wondering why this is?

What is a blister?

A blister pack is pretty much what every miniature ever that doesn't come in a box comes in. Its those pieces of cardboard with the product logo/information and a clear plastic bubble on the front containing the miniature.
