No, it was originally written for D20. It really is the closest thing to Conan RPG with the numbers filed off that I have ever seen. It is truly a wondrous piece of work.
Unfortunately, apart from the basic premise of Dark Sun, I know little about it. Spider God's Bride is set in the sort of areas that would have equated to the lands of Shem, Stygia, Turan, Zamboula, Zamora and the Black Kingdoms, if that's any help.
I'm not familiar with Conan stuff, but per my quick look at the Conan wiki gazetteer of the places you mentioned it sounds like I might be able to use some of it for a Dark Sun campaign.
