My 500 dton spy ship can have 5 airlocks as part of its hull cost, but it is only REQUIRED to have one. That's what it means.So say a Scout Courier at 100 tons. The rules say it MUST have an airlock, and every 100 tons of ship has a no-cost airlock, but it doesn't say a non-tonnage airlock. So are we now losing 2 tons, but no additional credits, for that 1 required airlock?
This implies you MUST have an airlock on a ship. So even a non-starship of 100 tons is required to have one, but a 95 ton small craft is not.
Just checked my HG2022. Small craft list airlocks and pay for them. Xpress Boat, Scout Seekers, Far Trader and Free Trader do not, but they show up on the deck plans. Empress Marava shows 2 cargo airlocks which they pay for and they show up on the deck plans but not a standard airlock.

- At least one airlock per 500dT is recommended (except for small craft that have a cockpit and no passenger accommodation)
- Per 100dT of hull volume you get 1 airlock at a zero credit cost
- All airlocks take up hull volume, even the ones with zero credit cost
