I would use this for a minor ancient artifact. Perfect if one is rolled during character creation, or placed later. But probably not as a regular item for sale.
Agreed. Energy shields are TL 16, and this seems derivative of that tech. Definitely low Ancient tech, but too much for all examples of TL 15 that we have so far.
Correction, personal energy shields are now TL15...
personally I think they should be TL17 and the example in the Third Imperium book be retconned as a 2 TL early experimental design prone to interesting side effects...
