There is the difference, what you really seem to be talking about is whether the players create a "background story or history" for their armies.

Gw has a ton of background history built into their system after all these years: however 49 out of 50 or more armies on average that I have seen fielded since 1988 in 40K games have no background story at all. Nothing new there. Most people I have seen that bothered to create a back story seemed to do it only because it would gain them points in a tournament.

So, if that is what you really mean, then you are most likely correct.

Many of the players of FoW do research into the history of the time to create a rationale for their armies existence.

I would guess the majority of Sci-Fi game players do not, at least not in my experience. They seem to be more interested in just fighting the battles.

I guess it is different strokes for different folks. :D

The high percentage of "competitive" armies versus the low percentage of "armies related to the fluff/back story of the game universe" seems to be where the hobby is because of the emphasis on tournament play versus scenario based play. I guess we will continue to have that sort of majority in gaming.
