I have never painted one, but looking at it, I would say use the following:
Chaos black spray paint
Chaos black paint
black ink
Shadow grey
Boltgun metal
Mithril silver
Enchanted blue
Skull white
Shadow parts:
Mix half water and half black ink after the mini is primed.
Drybrush shadow grey
Lights:
do a whatery dot of skull white
do another when it dries
paint enchanted blue
paint a tiny whie dot at the top of the light/bulb
Paint the very edge of the light iwth a tiny curve of chaos black
Metal:
Drybrush boltgun metal mixed equally with chaos black
One quarter black ink with three qurters water, dousing the metal parts
Light drybrush of mithril silver mixed with boltgun metal
Very very light drybrush on edges with mithril
Bases:
Touch up with black
Paint a few small white dots
Then prime it, with varnish.
Using spray paints, do it in the day time, preferably in when it is warm and dry. Fog, cold air at night and rain fall affect the way the primer dries and settles on the model.
PS:
For an added effect on the shadowtech parts, why not add a small dot of boltgun metal to some water and paint it over those parts?
