I had a chance to see them both in action at KublaCon in San Francisco. The Force Recon act more as a hinge to swing your army around or a forward base to give cover and disrupt the enemy's plans. They are not super soldiers, they can't do it all on their own.
SAS are ambushers and they're very good at what they do. You pick the terrain piece their in before the game, but you can put them on the board at any time, so if there's a convenient building or forest that the enemy infantry will get close to you have an instant ambush. (After your second action I place the SAS on the board and react by gunning you down, oh it's my turn now and I have two more actions with them? Jolly good.)
Mongoose Alex demonstrated their worth to me in a game we played. He split the fire teams and infiltrated them in two different places, including the forest my Force Recon deployed in. (good guess on his part!) My Force Recon moved up and shot at some infantry, only to have the SAS melt out of the forest behind them. There was some kung-fu fighting in that forest, let me tell you.
The other SAS fire team appeared in a building just in time to put a round from a barrett light .50 through the engine block of a Shadow (rolled a six, +3 for a nine; kill).
The Force Recon teams have better basic weapons and the SAS are pretty much better at everything else, but you pay more for it. Both of them are at their best in cover, disrupting your opponent's plans.
