Guys,

Small query for you. If you have a scout and it is OFF board at the beginning of the game, do you get the re roll on initiative for set up and the first turn??

As there's no specific rule otherwise I can think of, yes. Maybe there should be, I'm not sure.

I'd agree with Wulf. The rules says that so long as you have more scouts than your opponent you get to re-roll initiative for set up and the first turn. Presumably, your scouts allowed your fleet to pick the best possible place for the engagement to occur and part of that could be the tacticial decision to put your scouts into hyperspace so they can pop up behind enemy lines.

Just checked in SFOS and nothing says the Scouts have to be on the table, so yes I'd say you do get the extra rolls
