Divine magic is available to everyone (which is the core of Glorantha.. you get magic from the cults).

Yes, that's the way I play it in Glorantha - with magic fairly common. Most people can learn the usual spells like Heal, Protection, Bladesharp from their cults, without the need for Runes, just like they always have.

And now if anyone ever stumbles over one of the fabled and priceless Runes (or Quests for one), they may find what extra benefit it brings - and what drawbacks...
