They would be defined as cargo, not spacecraft modules.

Spacecraft modules are designed to integrate with the primary hull.

Presumably, they could also function externally, as an independent vehicle, if designed and constructed as such.

SHOULD be.
They are not, however, and that is the point of this discussion.
The updated rules need to address this.

I thought it was basically whether you can install a power plant onboard a module, and if it can be tapped by the primary hull.

The answer, currently, being yes.
