His Pact (Orlanth the Dragon) of 14% governs the Magnitude of all the Divine Spells...

Next paragraph:

During an adventure Edric successfully casts Mindlink. As the spell was a standard success he cannot use it again until he has returned to a shrine of Orlanth the Dragon and succeeded in a Pact roll of 16% or less.

Shouldn't this be 14%?
 
If a character chooses a Divine Spell at character creation - once he's cast it, assuming he has a pact score of 15%, does he not recover that spell until he rolls 15% or less at a shrine?

That sounds very restrictive, or am I missing something?

I think that's correct. I can't remember how long it takes to try, though, you might be able to spend all day and get a few chances to roll.
 
You only get one attempt per day.

A pact skill level of 15% is pretty crap really. It probably means that no extra skill points was invested in it at character creation.
 
Remember that Pact is a measure of your devotion. You're more likely to get a spell returned if your devotion to your god is high. Pact of 15% is very low and signals someone who believes in the god but is clearly not, at this point, committed to the god's way and lacking in veneration. When he wants to renew a divine spell, the god's going to make him work very hard to prove his devotion and get his just reward.

That is correct. You could probably justify using the Haste Modifiers table though and take ten times as long to get +60. As a GM I would probably just say that's the equivalent of a week. It's not an awful lot different to simply rolling 10 times however...

My personal house rule is that a failed Pact roll to recover a spell simply means that it takes twice as long to recover it as normal while a Fumble implies that it can't be regained without some sort of penance or in-game activity. I don't have a lot of tolerance for constantly re-rolling low skills.
