Reloads and overloads

Two quick, probably common sense questions but I'll ask anyway. Sorry if these have already been addressed.

1) Do weapons with the reload trait begin the game already loaded and ready to fire?

2) Can overloaded weapons be held over from turn to turn if not fired or if I overload and then don't fire will I need to burn the order again next turn?

Yes, I believe the wording of the reload trait specifically mentions this, the wording is just not as clear as it could be.

No, overloads cannot be held across turns like in SFB/FedCom. You must use them the turn you use the overload action.
 
But, unlike SFB adn Fed Comm; if you use the overload Weapons special action and then end up with no targets in overload range (or a better target slightly out of overload range), you can still fire the weapons at the longer range. There is just no bonus to damage for doing so.
