In Milleau zero fornast was left to the players - will that still be the case or has Foreven taken over that role?
Can you change the makeup of the subsectors with respect to the placement of worlds?, or only the all or part of the UWP?

Are you asking for your own games, or for official publication?

If for your own games, then obviously you can do whatever you like, wherever you like. You have no obligation to conform or even be aware of any published canon if it's just for your own games.

If it's for official publication, then it depends on whether you're doing it for free (and for an older non-Mongoose version of Traveller) or for money. If for free, then the FUP (Fair Use Policy) applies - you can only release your material for free, and it is explicitly not canonical. If for money, then the Foreven license applies. Both of those are explained in the Developer's Pack, which you can find at http://www.mongoosepublishing.com/pdf/travdevpack.zip

One thing I am trying (wrt the Foreven sector) to resolve, is whether the location of the stars as they appear in the Foreven sector pdf form said development pack is suppoosed to be cannonical or not, and not just part/all of the actual UWP.

This should explain it (from Appendix 1 of the Foreven Free Sector License doc):

7. A sector map and other details on the Foreven Sector have been provided in the Traveller Developer’s Pack. However, you are under no obligation to use them, and are free to create your own.

But again, this is only relevant if you want to publish OTU material commercially.
