Re-Focus

I couldn't find anything about re-focus in the core book. It is in D&D PHB but not all D20 games allow a player to re-focus. Is it allowed in B5?

I doubt it - D&D 3.5 dropped it as being pretty much a pointless action, since you caould always choose to delay instead.

actualy re-focusing isnt a useless action... what re-focusing could do is if you dont like your Inititive all ytou do is re-focus and your Init goes up to the max possible you could roll... IE 20+init mod....

You can always use the "delay" action to do that. Just delay your action till the last person in a round has acted.

Mechanically, there is no difference between going last in the round and first in the next.
