Question about Space Combat Effects

I really just want to know if we did everything right or if we missed something in the rules.
p. 61 Core book - Describes an Effect as two types of effects: 1) a "Skill (To-Hit) Effect" and 2) a "Damage Effect". The skill effect is given an example and damage effect is not. If there are two types of effects, then anywhere in the book would need to describe which effect is required.
p. 168-170 Core book - Describes critical hits in space combat: "The Severity of the critical hit is equal to the Effect of the attack roll minus 5". So is that a skill effect or damage effect? The DM ruled it was a damage effect. My guess is that it is a Skill (To-Hit) Effect since this is critical HIT section and it says attack roll effect.
 
It is the skill effect. If you need a 9 to hit the ship and you rolled a 16, that would be an effect 7 and it would be a crit if any damage penetrated the armor. The severity would be the skill effect 7 -5. In this instance the crit would be a 2.

The ship would also receive a crit for every 10% of hull damage that it takes.

Always assume that when an effect is asked for it is a skill effect.

There are descriptive effects such as the crit effect, or weapon effects such as the radiation caused by particle beams.
