Psi Corps and non-EA Earth nations

In the Galactic Guide, under the description of Jericho in the Earth Alliance, a brief mention is made that Israel never joined the Earth Alliance. What does this mean in regards to telepathic Israeli citizens? As the Psi Corps is an Earth Alliance institution, are they still bound to join? Do they just have to play by Psi Corps regs in Earth Alliance territory? Or would they legally be treated more like alien telepaths, who seem to not have to do so? Would Psi Corps treat them as rogues? How much protection would their Israeli citizenship guarantee them? It seems like a human telepath from a non-EA nation like Israel could be a very interesting character to RP, but I don't feel I know enough of these answers yet to do it. Perhaps it's in one of the books I don't have or something. Do any of you lore junkies know anything about this stuff?
 
New Zealand didn't join the EA either did they? Does anyone know the other countries that are not part of the EA?

Any of them have a legal problem.

I would guess that when a foreign/alien telepath enters EA controlled space, they would have to register with PsiCorp. They probably need a special visa that would be very hard to get in most cases and be very restrictive as to where the Telepath could go. More than likely local authorities would be advised and there would probably be intelligence assets verifying the movement of that Telepath.

Controlled and restricted movement would be how I would handle it, at least on Earth and the major EA colonies. B5 and other "minor" outposts might be less restrictive just due to their lack of resources to enforce any kind of 24/7 surveillance.

When the Centauri Emperor came to B5, he had 2 telepaths with him. While not shown on the show, I am sure there was a lot of closed-door politics with EarthGov and PsiCorp to allow that to happen.
 
probably also depends on what era you are playing in and how paranoid EA security are. I have been playing a Gaim (telepathic race) and have got around fine amongst the strange sexual reproduction obsessed mammals............

in the specific example of the Centauri Emperor - I guess the Head of a "friendly" state gets a fair bit of leeway - a bit like George Bush coming to UK - I figure his people had a fair leeway as to security and general personnel? Also diplomatic immunity would help - that seems to be similar in B5 - Vir (on behalf of Londo) extends it to Morden when he is (wrongfully) imprisoned by Sheridan..............

In the early seasons I imagine a fair few non human tourists, some telepathic, are on Earth...........?

There have been several instances of alien telepaths on Babylon 5. There may be special rules they must adhere to when on the station, but B5 is a free port so they would not restrict people just because they have a different relation with their telepaths.

Remember most other races do not have the same problem with teeps as humans do. The way I see it, the problem only really started after the Psi Corp was created. It was the segregation and distrust of the telepath society that caused many of the problems (which was why they opted for a different appraoch after the teep war).
