As Hiff says, the league is not weak, nor technologically backwards.
The Abbai developed artificial gravity (AG) on their own, the Brakiri then 'aquired' it from them. Abbai AG reserch then seemed to go down the defensive line - shields and the like. Brakiri AG reserch seemed to be more devoted to developing it as weapons. I think factions within the Brakiri race were manipulated by the shadows (they did war with the Gaim at one point) and it is likely that the shadows offered tech assisitance to them.
The Vree guild of Scouts and Adventurers(?) found some derelict early Tinashi frigates destroyed after the previous shadow war. They reverese engineered the old minbari tech, AG and the anti-matter weaponry the Minbari seemed to employ in that era. AG tech allowed them to build their saucer shaped vessels. From the look of things, they stuck with playing with anti-matter and developed it far beyond the Minbari (who seemed to branch into molecular weaponry like the Shadows). The Vree also had a scout saucer crash on Earth at one point, somewhere near Rosewell....
Drazi seem to go for the simple and practical approach. They are not into hi-tech but into more durable and maintainable kit. Remember, the Freeholds they carved out rival that of the Narn Regime in size (and it is larger then Earth Alliance space).
Most of the league races are not expansionist in outlook. They tend to have one home system and possibly a few adjacent colonies. This does not mean they should be primative alien backwaters. Though the Big 5 Races and the Drazi could swamp them with numbers of ships, they may very well be technologically inferior vessels.
As to Armageddon choices, the Minbari and Centauri could make one (hi tech), the Narn just went for bigger is better (more and more guns and more and more structure and some nice ISA reactors to power the mass); EA and Minbari tech and know-how was used in the Victory. Much the same as the Abbai and Brakiri collaborated to build the Brivoki. The Vree should be able to produce an Armageddon hull if they thought it was a cost effective endeavour. Drakh should have one, they are Shadow Minions and they looted a Shadow Cloud (perhaps a [unique] choice for their fleet in 2e ?). Dilgar could follow the same philosophy behind the Ka'Bin'Tak, though this is perhaps unlikely as they are a dead race and having an Arm choice circa 2230 would be a dubious call. Armageddon size ships does not seem to fit into the Drazi fleet design and the Pak' would be unlikely to produce a hull that big (or even buy one that big) just for hauling cargo.
