This is intentional and there to encourage the need for a fighter "screen" if you expect to face bombers! At least with things like blind arcs you have the chance to pull a come about and respond with something.

Yes, but the White star has been built exclusively for the Rangers, who were later turned into the ISA police force. Half of their crew ARE Minbari.
