To some extent this has been done already with the Forgotten Futures RPG by Marcus Rowland which is well worth a look. I am not sure how he would react to the notion but with his mastery of the material and proven track record he would be an excellent choice to write such a book.
On the whole it is a genre I am very fond of but I am not sure how successful it is. GDWs Space 1889 despite its age is still the only real contender in the genre and most of the steampunk RPGs I have seen since, sadly including that by Mongoose, have tended to be turkeys. Runequest might make a much better system than D20 though.
I believe the Burroughs material itself can be difficult to use because the holders of the copyright are, to out it very bluntly and hopefully inaccurately, litigious, strict and greedy. Though judging by the quality of some of the Tarzan material put out recently not too concerned about quality as long as the money keeps rolling in unlike Christopher Tolkien.
