Well it's tricky. My first game with the Feds, I fired at 13-15" range on one target. Next turn I backed up and reloaded. The problem was that the Klingons were so agile that they had no problem getting out of my Fore arc on the turn I was able to fire.
Only one ship got to fire a second salvo, and my BCH was unable to fire it's Photons for 3 (!) turns because he couldn't get any targets in arc.
It's been suggested to me that you have the Feds in 2 waves, one 6-8" behind the other. The front wave fires and tries to reload. If as is typical of Klingons I would expect, they'll try to flank the front ships. This is why you have the second rank, so when the Klingon gives you a side/rear shot you take it with the second line. A couple FFB or NCL with overloads held back can be a nasty surprise, especially if a front-rank ship tractored a Klingon cruiser and those overloads hit side/rear shields. :shock:
