It was one of jms' trapdoors certainly.
I had great fun running a B5 scenario at a con with pre genned characters, one of whom was Bester, and the other Psi Corps representative was the body of the former Talia Winters with her new personality in place. The other characters were Anla'Shok and various Army of Light hangers on.
The actual full plot takes way too long to explain, but the Psi Corps side of things revolves around Bester using the premise of coming aboard in the spirit of improved cooperation after "Ship of Tears" to investigate the death of a telepath in downbelow, bringing the former Ms Winters with him much to the distaste of the good guys who were investigating the death and found out she was a registered telepath.
What Bester doesn't tell the AoL is that the teep was a Psi Cop sent to try and snoop telepathically on Ambassador Kosh (the original is dead at this point, but the Corps don't know that...) in order to find out any information on the Shadow War that's brewing... With her dead, they need to get another teep in there ASAP to pick up the work, and Talia having had exposure to Kosh should at least know some of his mental landscape (except see above...).
The whole reason the teep was in Downbelow is that she was trailling Ulkesh there in the midst of his clandestine meetings with Mr Morden whilst trying to arrange an exchange for the VcR recording of Talia that was taken from Kosh's quarters when he was bumped off. Her cause of death was entirely unrelated...
