StarPass

1) Not really, because you aren't using the StarPass to get on the ship. You are using the StarPass at the place that sells tickets. Just like you use your free airline points to get a ticket from the airline or a travel agency and then you get on the plane. You aren't showing your points card to the airplane crew. But if you go to a hive of scum and villiany to hire a ship off the books, you obviously won't be able to book your flight with the StarPass.
So, is this determined by Starport class? Some big tropes in Sci-fi like in Firefly, barkers outside of the ships, no ticket counters.

Those places do not have TAS or Trader's Guild offices or kiosks so a StarPass would not work there regardless. If a captain we willing, he might accept it as pay at destination, if there are facilities at the destination but that would be up to the individual captain.
But since something like 90% of Starports in Charted Space that has humans near-by has a TAS kiosk or Trader's Guild affiliate, there is a good chance you can use a StarPass there.
 
StarPass is like any other form of non cash payment. It may or may not be usable at the location you are at. It doesn't matter the credit limit on my visa card if no one at the craft fair has a payment card reader. I probably can't buy illegal weapons with my visa card regardless of where I am.

A Starpass is probably not the best use of a 250k windfall during play, just like few people are going to actually pay to join TAS during the course of a campaign. But as a mustering out benefit, both are pretty good deals.

Basically, it's a bus pass. You are fine as long as you don't go out of the city.
