Have put together a quick attempt at a Noble Armada Vassal Module.

I have all the artistic skill of a colourblind, octogenarian anteater, so the counters aren't up to much, but it should be working(ish). I think I've found and removed all the duplicated keyboard shortcuts now, anyway.
