How different are these rules from the old ones? I've been reading through them and like them so far. I see the old ones all over the web selling for around $5 and was going to grab one anyway just to get the mini's.

Do it. The "ganger" box has the exact same minis in the original GOMC1 starter box, so the shipping costs would be cheaper (as the box is smaller).
So you can get 12 generic gangers for pretty cheap right now.
They're not the best figures, but they are decent, and very Judge Dreddy.
