I wouldn't suggest Paranoia as a game to introduce people to Role Playing in general. It's *THE* infamous "Strange Animal" of the Role Playing world.
But it's very quick and easy to pick up and learn. You only need one D20. And the GM is the only one that knows the rules, so, if you encounter something that isn't covered by the rules, make something up on the spot and *DARE* the Rules Lawyers to contradict you. That's grounds for Termination of the Character by the other PCs who will be rewarded.
Unforetunetly, one of the best primers for Paranoia that I've seen (A Fan-Film in Flash based on the Knights of the Dinner Table) is offline right now.
OK, rambling again. Sorry.
In essence ("What? The loss of soul to Cybernetics?" "No, wrong game." "Oh."), I wouldn't suggest it for an Introduction to Role Playing, but for experienced RPGers (Even ones who have only gamed a few times), it's perfect!
It's quick, easy, and fun! There's no complicated portions you need to worry about, the characters are inept because the game is supposed to run that way, you aren't trying to save the world (Just yourself), and it's goes great with beer and pretzles!
Please note that most public places (At least in uptight North America) won't allow beer on the premises due to stupid laws and "Family Enviroment". I do not condone Role Playing while under the influence. Do not drink and drive people insane.
