Necromancy in Player Hands

is it going to happen? the preview for Necromantic Arts says it's a book for gamemasters, and usually in gaming that means there just aren't mechanics for players.

I'm just not sure what to expect, and the preview doesn't tell me whether there'll be anything usable by players (At least not with a quick glance, I may have missed something).

so will there be something allows players to raise skeletons and go to battle aided by the powers of the grave?
