Mythbusters - Evo Shoot Reactions

In Evo game terms, a shoot reaction is just as effective as a normal shoot action, minus any casualties of course. Does this seem logical? I understand the concept of reacting with suppression fire, but is it as effective as purposely directed fire? or is that an Evo rule that just seems to 'make sense'? I have no practical experience of reacting under fire to compare.
 
It's a game mechanic designed to reflect simultaneous actions and primarily used to promote startegy and fun between players. :D
 
It doesn't have to be REALLY logical, just enough.
You could say that troops reacting shoot worse than normal, but that would complicate the whole game flow (and is also already taken into account by the ammo rules).
It is a game rule meant to be easy to handle and making the game complex but not complicated.

I was talking about the EVO shoot reaction to shooting, not SSTV1 reactions. The 'Hey! Get out of my face!' reactions by individual models in SSTV1 make more sense to me. I was more interested in the possibility of a 'real' unit returning effective fire against incoming fire from afar than if the EVO shoot-reaction rules need more realism. While suspending some realism in my opinion, they do allow for unit heroics while fighting giant bugs on the dwarf-planet Pluto.
 
In real combat about 50% of the (reaction) shots in Cityfight are friendly fire.
You don't wanna integrate that in a wargame^^
