Like I said, with exception to Skirmish and Patrol. Those two levels of battles are low enough that it should be assumed a station or carrier is nearby but not participating

What about fights by races with no low PL ship choice or carrier? We just made a huge number of races very vulnerable to fighter swarms.

Who doesn't have a raid+ship capable of carrying fighters?

What about Vorlons... they can no longer take wings because they don't have carriers?

Give vorlons a carrier at raid level :D Problem fixed! Besides, like they really need that dreadnought. I might even go as far as making vorlons an exception to the rule. Vorlon fighters don't NEED to land. Everyone else does (save shadows)

Sorry but both the house rule and the battle limitation above just don't work at too many levels...

I disagree. I think it is a workable rule. It makes logical sense in a campaign, the fighters NEED their support craft. I wouldn't say require it a carrier, though. Lots of ships can support fighters.
 
Drazi can't carry a Star Snake until battle... I wouldn't want Sky Serpents trying to defend my fleet.

Shadows? (leaving aside the Vorlons for now)

Minbari get their first single flight at raid... hope the other guy didn't bring a Carrier full of T-bolts for the same level.

Just saying there are a few there...

Shadow fighters are not only capable of living happily in space, they are also jump capable.

This is, of course, a campaign idea. I don't think anyone plays campaign games so small they can't even field a battle+ level carrier. Campaigns are supposed to be long term engagements using the same ships. Fighters *should* have a support base.
 
Guess I found that as a Drazi player you need at least a couple of wings to stand a chance against a raid level carries complement (you start with a dogfight zero and get no fleet carrier bonus). And that is with a guardhawk to get you some kills off loaned AF.

For the Drazi to get that under a 'can only take what you can base' model I would need at least two battle level hulls per wing. Seems pretty expensive for a fleet that doesn't really want the Nightfalcon to start with.

I understand, just pointing out the limitation of it. I would like to do another campaign at some point and need house rules to make it interesting, so I like to mull over what other folks use.
