Those are descriptive examples rather than hard rules. Note how the sniper rifle rules for the fedayeen say you can select any target in the fire zone if you ready first? That's what they mean - the card will specify if a ready action is needed

Does it say on the card that it takes a ready action to plant an IED?
When a ready action is required to do something (such as setup a MG to get its full rate of fire) it states on the card that this action requires a ready action. As nothing is stated on the card it doesn't require one.
You could read the fluff slightly differently, planting a bomb could mean setting explosives to blow open a safe, or destroy a server room. Using an IED to destroy a vehicle is more akin to using a molotov cocktail or grenades, something that doesn't require a ready action...
