[MongTrav 1e HG] Gains skills for previous ranks in new careers?

Here's what I mean. Let's say you serve as a crewman for 2 terms for some reason, but you manage to make E3 in that time. Now, let's say you decide to go over to Support (Training); you meet the Previous Service Requirements and make the Qualification roll, and you're in! Now, the question is, do I get the skill Melee (Brawling) 1 since I'm an E3 (even though that was in Crew) or so I not get it, because I didn't get promoted to that rank while in Support (Training)?

You would get any skill for your current rank in the new division, but not retroactively get any skills for previous rank.

MY INTERPRETATION

If you got a rank skill in your old division, then transferred to the new division, I would let you have both (assuming both divisions had an E3 rank skill). It is the equivalent of your "Basic Training" - but you only get one, not all and you get your current rank skill (if there is one)
