But wouldn't a TL15 Super computer with Military Countermeasures perform a quick and dirty operations much much better than that TL10 clunker without any extra sensor equipment? :)

I get indigestion when we make two wildly different things equivalent - and I think this is really easy to address. Even easier by just saying "halve any positive modifiers" - it makes a huge impact on the roll and properly simulates "quick and dirty" across all tech levels.

You mean ships dedicated to firing AR torps to shut down sensors? With PD and EW rules against salvo's, I'm not sure it would be necessary. You really don't need a specialized ship to detect and fire these. It would be more of individual ships being willing to carry these in their magazines.

Well, something like that. Thinking in terms of lightning up the sensors and setting them up for the kill.
