As there has been a lot of talk about resurrecting old games then what about Millennium's End? It was a technothriller game bu Chameleon Eclectic Entertainment set at the end of the 90's. PCs were part of a security company whose job description covered investigations and tactical missions.
The combat system was pretty fancy (although not flawless) and brutal. Otherwise it was pretty much run of the mill percentile system. I think there was a new version in the works but something happened to the project.
Anyway a game like that would work wonderfully as a more or less generic system for a contemporary espionage, covert ops, investigation etc. game.
