Vanadium dioxide is not a metal, it is a metal compound and you wouldn't expect it to conduct heat very well. Moreover the Wiedemann–Franz law applies to metals, not metal compounds.

Vanadium dioxide electrical conductivity is at the semi-conducter range until it reaches a critical temperature, at which point its conductivity increases dramatically.

I am surprised that the researchers would claim to have confounded a 'law' that doesn't apply to semi-conducting metallic compounds.

That is a pretty poor article.
