Wouldn’t seem to be a major concern seems to me it can be offset by taking time. So what’s everyone’s thoughts on this should merchant ships in general has a small bridge or not and if not why?

I don't think the rule makes much sense, like a lot of rules. IMO it's another poorly-fitting abstraction.
