Klingon Shields and Dust Clouds

Two questions:

1. When the Klingons Boost Shields, does the extra shields get the forward shield bonus?

2. A dust Cloud causes all Crew checks to get a -1. Does this apply if they start thier turn in a cloud, end thier turn in a cloud, or pass through a cloud?

2. It says 'while inside' so I interpenetrate this as:
a) a ship that starts its move outside a cloud, and ends its move inside a cloud will suffer -1 for damage control but not special orders
b) a ship that starts its move outside a cloud, and ends its move outside a cloud, will not suffer -1
c) a ship that starts its move inside a cloud but ends its move outside a cloud, will suffer -1 for special actions but will not suffer -1 for damage control
d) a ship that starts its move inside a cloud and ends its move inside a cloud will suffer -1 for all parts of the turn.

Basically, while the ship is inside the cloud it suffers -1, but as soon as it moves outside of the cloud it will not suffer -1, which is why i break it up into suffering -1 to CQ for special actions, because CQ for SA is at the start of your move, and then -1 CQ for stuff that happens after you end your move, like damage control.
 
Question 1: YES, Klingon's do not have "forward" shields per se, shields are all around in ACtA. Any attack that hits their shields from the front arc do half damage while the shields are operative.

For the second question I would apply the other rule that all effects are applied immediately. If you need to make a CQ roll before the ship has entered the cloud, as in making a CQ check for an SA before you move, there would be no penalty yet. Once the ship is in the cloud any CQ would be at a -1, like for an opposed evasion, or end phase repair roll.

Yup. Helpful to keep in mind that it's not "double shield at front". You have same shield value all the time. Damage is just halved. Albeit it's almost like double shields at front but not quite(rounding).

Maybe consider it "damage reducer" rather than boosted shields :D
