Since it's effectively an area effect weapon, I'd say no in much the same way that e-mines can't be dodged. Dodging represents make small swift movements to avoid a beam or particle - a wave hits the entire area so those small movements will not get you out of the wave.

Under the dodge rule it says it does not apply to jump points.
