Yes.
It's intended to act as a chance die (chance to succeed, fail, or be noticed by Friend Computer).
The missions book (page 14): "Count up all 5s and 6s: those are successes." That includes the Computer Dice 5.
No, the Computer symbol is not a 6 therefore it doesn't count as a six. (Players' Handbook page 24: "Each rolled dice that shows a 5 or 6 is a ‘success’")
The example on page 26 shows a situation that the computer Dice shows up.
For my personal opinion (and not Mongoose's), I use this guideline:
If I want that action to succeed, then the computer symbol is a success because it is the 6 on that die. Then I use the Computer to extract a pretty penny for that success.
If I want that action to fail, then the symbol is not a success because, like someone said above, you don't see a 6. Then I use the Computer as an excuse for why the action failed.
Yes, these are inconsistent uses. I find that keeps players on their toes.
