For the benefit of A CSI Inspired Campaign set across A System rather then A American County how unfair is it if several of the new CSI's are helping investigate a man suspected of physically harming children 10 years ago that know he's innocent but refuse to call it off and hope to send him down by any means, even risking their jobs and liberty if need be, because hey all but personally know beyond doubt but can't prove that he's guilty of even greater acts of causing physical harm to children 10 years prior to that or 20 years ago

If he is guilty of crimes against children twenty years ago then it comes down to if their legal system has a time limiting clause. Many legal systems do not have an 'it was so long ago you get away with it' proviso.
If they are CSIs and all work together I'm sure they can dispose of a body and not get caught...
