Small world, very thing atmosphere, a few thousand population.. yet E Tech level. How does that manifest? E-tech level with only 3000 people or so? Massive automated factories? There a few planets like that - low pop, very high tech level.

Thoughts?

Depends on what the trade codes say about it?
Highly mechanised mining colony?
Luxury domed holiday resort?
High tech survivors of some ecological disaster (perhaps they started with a thicker atmosphere)?

The tech level doesn't reflect the breadth of its industrial base, only that it can manufacture at that tech level. With TL 14 I think you'd have some pretty amazing manufacturing techniques that would be flexible, automated and able to evolve designs but that doesn't mean you have have the ability to manufacture everything and anything.

It could be the tech is specifically tailored to meeting the survival and maintenance of the colony.

If you had a wealth value of some kind for the system that might add the potential for diversity in what can be manufactured.

A colony of stuck up technocrats from a high tech world deciding they're better than the other technocrats back home and set up a commune elsewhere with lots of robots that don't count in the census.

Looks like about 2000 inhabitants according to the extended UWP.

Of some significance if this world's location. It sits in a smallish independent pocket almost surrounded by Zhodani worlds. Well, I suspect more "independent". Most of the neighborhood is probably stabilized and influenced by the proximity of the Zhodani.

This world is a Feudal Technocracy on a small scale. The cultural indicators in the extended UWP show a society of individuals, but not a society of out-and-out oddballs. Despite the small population size they appear to keep their incorporation of outside ideas to a low level. Finally, they are relatively iconoclastic for their tech level, though still very much tied to some form of symbology.

A world founded and ruled by the Vargr equivalent of Mensa?

Some sort of neo-objectivists.

Except it's a Vargr world.. heh

But yeah, perhaps some vargr corp that has invested a ton to get some minerals out without the required manpower
