How about this for a character concept;
Frank Smith
Professional Enlisted Crewman
Smith is a long time Navy crewman, joined when he was 18 and has stayed in the service, not for any particular patriotic reason, but simply because he didn't have any other prospects at the time and it's a career that he's gotten good at. Kind of a "Everyman" crewman, Frank can be found in the background in just about any part of the ship. His luck seems to run so that whenever a senior officer tells a junior to "take x number of crew and go take care of this" Crewman Frank Smith invariably seems to be passing by and gets grabbed for the job or he needs to get out of a boring assignment that he doesn't want and volunteers. He doesn't usually volunteer for things but has figured out the true secret of volunteering in the service, he figures out where he'd rather be during a situation and volunteers for it early. Smith seems like a typical navy crewman, but there seems to be a certain luck about him that puts him where the action is going. The ship officers seem to understand that he'll never be "Officer Material" but recognize that a crewman like Smith is a seasoned professional.
