Heat Radiators on a ship

So it is both. Still be interested if there is a micro-meteoroid event roll I've missed somewhere :)
See entry 23 and perhaps also entry 71 of the space encounter table in
the starship operations chapter of the Mongoose Traveller core rules.

But its description kinda says it prevents against micro-meteorite damage, which I thought covered that.

In all seriousness now, Titanium Steel on my 100dton ship costs 100,000 creds for 2 protection.
Self-sealing costs 1,000,000 credits... what has that million credits gone towards?

It's for when you hit space debris (larger than micrometeors - see encounter table) that causes a hole or, small holes from weapon fire.

Ensuring a carefree and pleasant life for the family members of the ma-
nagers of the shipyard which sold you that self-sealing hull ?

Seriously, it usually does not enter into the game very often, if at all, and
if the referee in question does not think of it and take care that it proves
useful now and then it is just a waste of fictional money.

Thats lame. 1 million creds defends against my crew getting sucked out into space, but thats alot of cash to defend against that - lets not talk about how heat-shielding would have set me back 10 million credits...

At some point I will build up a heat-shielded streamlined shuttle for surface to orbit and back again journeys... after I finish the deckplan for my orbital, of course :)

Precisely. It's whack to be blunt. All the hull options in the Core rules are imo at the stated cost. The only thing you can say about them is that they take no volume. I don't think that offsets the cost. A reasonable fix imo would be to treat the "per ton of hull" costs as a typo that should read "per 100tons of hull" instead. Then they might just be worth looking at.
