Of course they created the PLA's points with game balance in mind. If you don't want a balanced game, just throw out the point values and hope someone will play you. The PLA still seems to have some of the best infantry of the starter sets for a "human wave" force. They have two effective anti-armor weapons in the base unit. This allows them to buy infantry without worrying about being useless against enemy armor. The British and Americans are toast against armor if they don't have a tank on the board, and even then its a case of all your eggs in one basket.
