Gorn BCH why no Command +1

In the process of creating my version 3 ship cards, I noticed the Gorn BCH doesn't have Command +1. So I checked the Fed Comm ship card, and it has a Flag Bridge.

Is this an oversight (not included in the errata either)? Or is their some reason the trait was omitted?
