No, Phil. Think about what we're talking about.
Each creature has an average version presented. Its base skills are going to be identical in calculation to adventurers, but the amount of additional points that get lobbed on top to reflect development of that skill will vary. In the goblin example its base Evade is going to be DEX x2, as per an adventurer. But for an average goblin adversary, I'd give it DEX x3, reflecting some cultural development of the skill.
The amount you add is pretty arbitrary really, and if you're statting creatures for use as adversaries or NPCs you don't need to be too scientific or literal about it. If you're creating an adventurer, then you'd use the rules for adventurers (so, in theory, that goblin player character would have Evade at DEX x2 plus mods for culture, profession and free skill points).
