I'm looking for a little help clearing up some confusion on my part.
Gaim characters are subject to some telepathic limitations.
Some abilities simply say 'Gaim telepaths cannot use...'
Others say, 'Gaim telepaths are restricted from using this discipline entirely on non-Gaim.'
It is the word 'restricted' that baffles me. Does this mean they are prohibited from using it (by the Queens perhaps), or does it mean they cannot use it.
