Fumble results - loosing next combat actions

Out of interest, how do people play the results of fumbles where it says "lose next 1d3 combat actions", do you:

1) subtract lost CA from players total, but, if they have any CA left this turn they may still act, otherwise, they have fewer CA in the next round?

2) make the PC forfeit the lost CA in strike rank turn, as you go round the table, so they must effectively forfeit a number of turns?

Our group does #2.

It seems quite nasty that the PC have to watch the battle unfold, unable to act. It certainly heightens the drama. But remember, the PC's can do this to NPC's, too.
